What this page shows
- Missouri has 518 public school districts. This page analyzes the 516 geographically mapped districts serving about 826,000 students; the two special school districts serve across multiple component districts and do not appear as separate map polygons. Among the mapped districts, the median district has 13.8% fewer students than it did in 1991.
- Income and property wealth are different maps. A district’s median household income correlates with its property wealth per student at only +0.25 — a community can be income-poor and property-rich, or the reverse.
- 60 districts have fewer than three-quarters of households on broadband. Any homework that assumes a child can get online assumes this number.

How far below its highest recorded enrollment since 1991 your district now is
The maps above compare every district to the same starting year. But 1991 was not every district’s high-water mark within the period this site can measure. This view asks: between 1991 and 2025, when was your district largest, and how far below that recorded high is it now? It compares each district with its own recent history rather than one shared starting date.
Those recorded high points are mostly in the past: 282 districts reached theirs in the 1990s, another 134 in the 2000s. The decline is deepest in rural districts (median −29%) and mildest in cities (−9%). This is not an all-time enrollment record. Districts such as Kansas City may have had higher enrollment before the site’s data begin in 1991.
How thinly students are spread
Before you judge any district’s spending, its bus routes, or its four-day week, look at this map. It shows how many students each district has per square mile of territory — and it explains, quietly, most of the cost differences elsewhere on this site.
That is a 75-fold gap between the median rural district (2.6 students per square mile) and the median suburb. It is the reason a rural district’s per-pupil spending can look high while its classrooms have less: the same building, the same superintendent, the same bus running the same forty miles, divided among far fewer children. Sparseness is not inefficiency. It is geography.

The district maps show where enrollment moved; this chart shows the shape of the whole state. Suburban enrollment has climbed steadily, city enrollment has fallen hardest, rural has drifted down, and towns have held roughly flat — the single clearest picture of Missouri’s demographic shift.
Towns have quietly grown 14% and now enroll more students than the cities do. Rural districts have slipped 8% — a gentler decline than the cities, but one spread across hundreds of small districts where losing even a grade’s worth of children strains the budget.
The state’s total did not collapse; it redistributed. The students did not disappear — they moved to the suburbs, and the funding, staffing and building needs moved with them.
Who is in the classroom today
The share of students who are nonwhite, by district, in 2025. Diversity concentrates sharply in the Kansas City and St. Louis metros and in a handful of southwest Missouri districts, while much of the rural interior remains predominantly white.
The range covers the whole distance — from districts with almost no students of color to a few that are nearly all, 0% to 99.6%. Four ways to look at the places these districts serve
A school district is not just an institution — it is a community. This map carries four measures of that community, drawn from the Census Bureau’s American Community Survey. Use the selector on the map to switch between them: median household income, broadband access, the share of adults holding a college degree, and the share of families with children headed by a single parent.
They come apart in both directions, and the exceptions are not rare. Lutie R-VI holds $338,836 of assessed value behind every student — among the richest tax bases in Missouri — while its households earn a median of $37,692. It is a lakeside district: the property is valuable, the people who live there year-round are not wealthy. Run it the other way and Clever R-V earns $87,519 per household but holds only $98,166 of assessed value per student — a commuter town whose residents earn their money somewhere else and own little the district may tax.
Missouri funds its schools from property, not from income. This map and the dime test are therefore two different maps, and a community can be prosperous on one and poor on the other. Anyone reasoning about school funding from what a town looks like should check both.
The state didn’t shrink. It redistributed.

If your school feels smaller than it used to be, it very likely is: the typical Missouri district is 25% smaller than its highest recorded enrollment since 1991, and only 20 of 516 districts sit at that 1991–2025 high today. This measures each district against its own best year in the dataset, not a date picked for convenience or an all-time record.
Before you judge your district’s size, its bus routes, or its calendar, look at how many students share its square miles: the typical Missouri district has about 4 students per square mile, and forty-seven have fewer than one. A school an hour from its neighbors is not being run inefficiently — it is running the geography it was handed.
Enrollment did not collapse statewide so much as it moved: suburban enrollment is up 20% since 1991, while cities lost a fifth of theirs and rural districts slipped 8% — and the funding, staffing, and building needs followed the students. If your board plans against a fixed cost structure, it is worth knowing whether you are one of the 99 districts that has lost more than 40% from its highest recorded enrollment since 1991, which changes the arithmetic on nearly everything else this site covers.
Read this next to the own-peak map before assuming the decline is finished: 282 districts peaked in the 1990s and another 134 in the 2000s, meaning most of Missouri’s enrollment story has already happened. Any funding formula, or any argument about which districts “can afford it,” that reasons from a community’s visible prosperity is very likely reasoning from the wrong map. Income and taxable property are not the same fact, and this page is the one that shows it plainly.
Missouri’s enrollment map is really two states sharing one name. The median rural district is 6% nonwhite; the median city district is 44%. Half of the 516 mapped districts are more than 92% white. Whatever policy or curriculum gets built statewide is being built for two quite different classrooms.
The broadband numbers are worth carrying into any conversation about homework or remote learning: sixty districts report fewer than three-quarters of households with a broadband subscription, and Middle Grove C-1 sits at just 44%. One caution worth keeping: the four community indicators come from a Census sample, not a head count — treat them as a rough read on a small district’s circumstances, not an exact figure.
- How does our district’s enrollment compare to its own historic peak, not just to 1991? That is a fairer comparison than any single starting year.
- How many students share our district’s square miles? A sparse district’s costs are a geography problem before they are a budget problem.
- Does our community’s income tell us anything about our property tax base — or are they two different maps entirely? Statewide they correlate at only +0.25.
- What share of our households have broadband? If it’s below 75%, any assignment that assumes a child can finish it online is assuming something untrue for a real share of our families.
